Background Process of Implementation Geographical Coverage Programme Update
The Link Workers Scheme (LWS) is being implemented by VHAI in collaboration with National AIDS Control Organization, New Delhi and Madhya Pradesh State AIDS Control Society, under the Global Fund Round 7 programme. Under Phase 1, the districts covered are Balaghat, Panna, Dewas & Harda and the identified districts are Indore, Bhopal, Rewa, Mandsour. Subsequent to NACO and MPSACS recommendations, the scheme has been expedited in four other districts -Chhindwada, Jabalpur, Tikamgadh & Ujjain from October 2011.

The LWS is envisaged as a short-term intensive scheme, focusing on HIV/AIDS prevention, care and risk reduction among rural populations. The target beneficiates are sex workers, MSM, injecting drug users, vulnerable young men, vulnerable women, people living with HIV/AIDS, etc.
Mobilization for prevention and care in the community is one of the key elements for the sustainability of this scheme. Both link workers and volunteers are instrumental in creating an enabling environment and developing supportive systems for services access through sound referrals, linkages and convergence with allied departments.

Implementation process in all the 12 districts includes evidence-based mapping, community mobilization, advocacy activities, outreach planning to cover high-risk groups, training of link workers, creation of second-line volunteers from the communities, building linkages with Red Ribbon Clubs, establishment of Village Information Centres and a formal service delivery mechanism, regular reviews and most importantly, liaisioning with State health authorities, M.P. State AIDS Control Society and NACO by providing technical support on the area of finance, material and human resource.
